The letter concerns deteriorating relations between the British and the Baghdad Government. Taylor writes that in light of the recent 'outrageous and unjustifiable' seizure of British property by the Baghdad Government, the Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. in Baghdad is suspending all communications between the people and the Government of Bussora [Basra]. Roger writes that he will be removing the public establishment flag to Mohammerah [Khorramshahr].
