Seven articles, written in English and Arabic, laying out the terms and conditions of the agreement between the British Government and the state of Muskat [Muscat] regarding the laying of 'one or more telegraph lines within the territories appertaining to the state of Muskat'.

The agreement was signed 17 November 1864 by His Highness Syed Thurveynee bin Saeed [Sayyid Thuwaini bin Sa'id] Sultan of Muscat in the presence of Lieutenant-Colonel Lewis Pelly, Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. and Lieutenant-Colonel Herbert Disbrowe, Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Muscat.
