The file is concerned with the appointment of a Judicial Assistant — Summer Hayes (also spelt Haines) — to the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. for the purpose of providing relief to subordinate Political Agents in their judicial work. It also contains an incomplete copy (on folios 2-7) of the Kuwait Air Navigation Regulation, 1949 and a copy (on folio 8) of a notice, dated 22 May 1936, for the introduction of the superseded 1936 regulation.

The papers at the front of the file (folios 2-8) are concerned with the Kuwait Air Navigation Regulation , while the papers at the back of the file (folios 9-19) are concerned with the appointment of a Judicial Assistant, and are arranged in reverse chronological order.
