The file contains a copy of the Charter of the United Nations (ff 5-10), signed on 26 June 1945, on the conclusion of the United Nations Conference on International Organisation, held in San Francisco. Also included in the file, as part of the Charter, is a printed copy of the Statute of the International Court of Justice (ff 11-13).

The file is arranged as follows: a copy of the charter of the United Nations (ff 4-14), preceded by cover slips sent with the charter (ff 2-3) and a page of file notes at the end of the file (f 15). The charter has its own internal arrangement, and is structured into chapters (I-XIX) and articles (1-111), as does the Statute of the International Court of Justice, also arranged in chapters (I-V) and articles (1-70).

Foliation: the foliation sequence commences at the front cover with 1 and terminates at the back cover with 16; these numbers are written in pencil, are circled, and are located in the top right corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio.
Two printed pagination sequences also appear in the file, running from 2 to 12 (ff 5-10) and 2 to 6 (ff 11-13).
