enquiry, in which case he would decline to
attend the proceedings, unless they were at
once arrested and kept in custody until it was
over. Mr. Grant Duff informed the United
States Vice-Consul that, unless the accused
Kurds were arrested, he would have to obtain
instructions as to whether the Consul-General
could appear at the enquiry, as, in the exist
ing state of affairs, he considered that the
Consul-General would be risking his life in
doing so.
9. On the 10th October, intimation was
received from Tehran that the Customs Post at
Godar-i-Balutak {vide paragraph 12 of the
Memorandum for March) and a post establish
ed at Daliki had been abolished.
10. Shiraz .—On the 7th September, a
servant belonging to the Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. -i-Akram was
shot dead on the Chenar-i-Rahdar road. It
appears that for some time past this man had
been in the habit of stopping caravans of
charcoal and levying toll for his master’s
household. The muleteers of the caravan on
which he last fastened have all been arrested
on the charge of having killed him. They
assert that shots were fired by outside parties,
and that one of these killed the man.
11. A telegraphic report received on the
13th September from Kazerun states that Naik
Hyder Beg, in charge of 100 mules for the
Government of India, proceeding to Bushire,
was held up for three hours at Pul-i-Abgineh,
by the road guards, who demanded blackmail
from him at 10 shahis per mule. Immediately
on arrival at Kazerun, lie reported this to the
local authorities. Representations have been
made in Shiraz by Mr. Grahame.
12. One hundred and fifty-six soldiers
of the Kamareh Regiment, the Colonel of
which inhabits a house forming part of the
" Bagh-i- ilkhani The paramount chief of certain tribes in south west Iran. ” where M. Passek
(Russian Consul-General, Bushire) now resides,
not having received any pay for some time,
took “ bast (Per.) A Persian custom allowing an individual to seek asylum at a designated location. ” (sanctuary) under the Russian
Flag. Prince Shoa-es-Saltaneh (Governor-
General) was extremely incensed in conse
quence, and, in speaking of the incident to His
Britannic Majesty’s Consul, asserted that
M. Passek, whom he dubbed a mad
man, had himself invited these men into his
garden, thinking thereby to court popularity.
He added that, even if the Government par
doned these men, he would cut off their ears.
M. Passek claimed that, until the men
were paid and their safety guaranteed, he
would not let them leave his protection. On
the 17th September, the men were paid.

The memoranda relating to Persia, divided into sections concerning Tehran, Bushire, Shiraz, Arabistan, Henjam, other locations in the region, and general matters, include information on political affairs, Russian influence, arms, quarantine, shipping, the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , telegraphs, oil, loans, law and order, British post offices in Persia, and customs.

The memoranda regarding affairs on and beyond the North-West Frontier Region of British India bordering Afghanistan. of India include similar information on Khorasan, Seistan [Sistan], and Baluchistan.
