Minute* of a Meeting of the Eastern Committee held in Lord Curzons Boom at the
Privy Council Office on Friday, April 5, 1918, at 3 r.M.

Circulation of 1. AT the outset, General Macdonogh requested that the
Agenda. Agenda and relevant papers should be circulated at such time
before the meeting that members should have at least twenty-four
hours to consider them.
The Chairman explained that, as telegrams arrived daily at
frequent intervals, he had thought it better to arrange for the issue
of the Agenda so as to include the latest possible information.
It was agreed, however, that the Secretary should issue the
papers twenty-four hours before the time of meeting. Should
important despatches arrive in the? interval, a supplementary
circulation should, if possible, be arranged.
Action in respect 2. General Macdonogh further requested that Item 3 on the
to Emir Faisal. Agenda should be postponed as there had not been time to consider
the problems raised in telegram No. 1055 from General Clayton
(E.C. 66).
Sir Mark Sykes concurred, and it was agreed that the Depart
ments concerned should inform the Secretary when they were ready
for the question to be discussed.

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.
Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
