Your telegram No. 196, dated the 7th November. _
I have communicated to Prime Minister information contained in section
263 of Shiraz Diary No. 31, dated the 19th October, on being assured that
Tehran reFesentative^f the Anglo-Persian Oil Company perceived no objec
tion to my doing so. . . ,. , ^ ,
From statement in your telegram above mentioned that Governor General
in r^eiving 'written potest from Soulet has asked you officiary for inform-
ation regarding agreement made by Oil Company with Kashkuhs I conclude
vou have not previously informed His Imperial Highness ot what was being
dZe If this is so, it may account for following information which has been
communicated to me by Minister for Foreign Affairs having been conveyed to,
Persian Government from Ears:—
(1) British Consul under pretext of presence of Oilfields is organising a
(2) A certain Assadulla sic of Kashkuli tribe to-Lieutenant S. P. R. has
been promoted in rank and put in charge of about 50 men.
(3) So far as has been ascertained, he has been provided with 30,000
rounds of ammunition, 30 horses and Ts. 10,000 m cash with
instructions to levy 301) riflemen.
Persian Government probably instigated by Tehran agent of Soulet is;
much agitated and suspicious generally of agreement concluded with Kashkulis.
I hope to be able to allay its suspicions and to induce it to collaborate in any
way possible in assisting Oil Company’s operations; but to attain this it is
important I should keep it as fully informed as Company shall deem consistent
with its interests of all that is being undertaken and that you should adopt
similar attitude towards Governor General.
Persian Government is adopting line that if a force be required for
protection of oil district matter should be referred to Governor General of
Ears and measures taken in accordance with his views. If this seems imprac
ticable to Oil Company, I will endeavour to convince Persian Government
that arrangements made by Company from commercial point of view had
better not be interfered vith. But in that case the more information that I can
give about arrangements made with Kashkulis and the more closely you keep
in touch with the Governor General, the better.
I have suggested to Tehran representatives of Company that he shall
telegraph Mohammerah in this sense.
I have requested Prime Minister to order “ Asr Azadi ” to publish denial
of its outrageous insinuations against yourself and explanation of purpose of
your journeys with which I have acquainted Bis Highness, and I have also
informed him report that you supplied Kashkulis with arms and mules is
quite unfounded. In these circumstances, you will appreciate importance of
my being able to explain to His Highness nature and detail of arrangements
between Kashkulis and Company which I cannot pretend as concluded without
your cognizance.
