Mr. Goschen to Earl Granville.—(Received October 19.)
(Extract.) Therapia, October 12, 1880.
MR. THOMSON communicated to me his telegram to your Lordship of the
8th instant on the subject of the recent Kurdish incursion into Persian territory,
under the leadership of Abdel Kader, the son of Sheikh Obeydullah, and of Hamatagh
Agha.
Telegrams which I have received from Van and from Bagdad, copies of which I have
the honour to inclose, confirm the news contained in Mr. Thompson’s telegram. The
insurrection would seem to be assuming serious proportions. The Persian Ambas
sador, with whom I communicated on the subject, was not so well informed as
I am.
I spoke the other day to the Persian Ambassador on the subject of the proposed
Convention between the Sublime Porte and the Persian Government for the settle
ment of the Kurdish Frontier question. His Excellency told me that it was not yet
settled whether Tehran or Constantinople were the place where negotiations would be
carried on. His Excellency also spoke of the possible necessity of a Commission
visiting the frontier in question, in order to settle matters on the spot, and to inquire
into the truth of the charges made against tribes on both sides of the frontier.
I would suggest that, should such a Commission be sent, one of the Consular
officers of Her Majesty’s Government should be instructed to watch its proceedings,
and to assist the Commission by impartial advice.

IT is reported that son of Sheikh Obeydullah, with 500 men, is marching against
Persia. Zaptiehs here have struck because unpaid. Government paralyzed. Kurdish
pillaging on all sides.

(Telegraphic.) Bagdad, October 8, 1880.
REPORTED that Sheikh Obeydullah, with many thousand Kurds, has crossed the
Persian frontier, and reached Urumyah: It is stated that several thousand Nestorian^
are with him.

WITH reference to my despatch of the 1st July, I transmit to your Excel
lency a copy of a despatch from Her Majesty’s Minister at Tehran,* recording a
further conversation which he has had with the Persian Minister for Foreign Affairs
relative to the question of maintaining order amongst the Kurdish tribes who inhabit
the neighbourhood of the Turco-Persian frontier.
