I understand that by the concession of the Company, the Govern
ment has given them permission to work everywhere in South
Persia, and it is not necessary for them to obtain a second permis
sion from the Local Government. "

Finally I would inform Your Koyal Highness that the Director of the Company
had written to Sardar Ashair informing him that he wished to meet him for
discussion during or after the winter. I have no doubt that any necessary
arrangements will be made between the Director of the Company and Sardar
Ashair at that meeting.

I thank you for English copies of the Kashkuli Agreement and papers in
connection therewith, and also for the Hayat Daud agreement.
On October 29th I visited Sardar Ashair’s tents near Chenar Eahdar, as
His Majesty’s Charge d’Affaires directed. He had your letter in his pocket:
it had been badly translated and he read Han gam for Nao jain. It was not
a good opportunity for a private talk, as many people were visiting him: but
he gave me a short time after lunch alone. He wanted to know, of course, “ By
what right” the Company had made an agreement with the Kashkulis. Said :
“ the land is not theirs ”, it belongs to the Government. “ Yon must give me a
paper to say that I am not responsible for any thing ”. “ To-morrow I may
want to send the Kashkulis somewhere else, or levy a force from them for
work with me ”. “ With whom was the agreement with the Bakhtiaris : with
the Ilkhani
I thought it best not to tell him, at a first interview, that the reasons were
that he personally could not afford the Company protection, or provide labour,
&ad that the Kashkulis would not agree to anything he arranged with the
Companv, being for the most part outside his obedience. So I contented
P^self with pointing out that he resided at such great distances that it was
^possible for the Company to deal in all matters with him direct ; and to
obtain labour, and have the Company’s property and employes guarded, the
c °mpany were forced to make terms with local people in possession w
&one the less you intended to visit him, and as regards ao jam an
Matters hoped to come to some arrangement satisfactory to im. ^
Perhaps Piruzabad He had also alluded to arms being given to the Kashkuls ,
I assured him that it was not the case at all : the Company had arms tor the
Protection of their material and employes, and tbey I t \ f he
