ed by the Persian Grovernment ; and it seems clear that even were his son to be
ousted from the post of Ilkhani, Sardar Ashair himself would continue to exercise
great power for evil. It is not, therefore, a matter of regret that the Company
should have found it necessary to conclude this agreement with the Ilkhani through
gardar Ashair, as this circumstance, combined with the fact that a representative
of the Persian Government was present throughout the negotiations, is calculated
to give a greater permanence to the agreement than it would otherwise possess.
9. In conclusion, the writer must acknowledge the great assistance rendered
to him during the negotiations by Khan Bahadur Mirza Muhammad Khan, C.I.E.,
whose great experience and dialectical ability were of much value. Prince Ibtihaj-
es-Sultan did nothing to obstruct negotiations, and his presence was, in fact, of
material assistance.

Translation of an agreement which has been entered into as follows between Messrs.
The Anglo-Persian Oil Company, Limited, on the one part, hereinafter called the
Company, and Muhammad Nasir Khan, Ilkhani of the Qashqai, on behalf of
himself, his heirs or successors and of the headmen and tribesmen of the Qashqai
on the other part, hereinafter called the Ilkhani, in respect of the protection and
assistance required by the said Company throughout the whole extent of the terri
tories in occupation of the Qashqai tribe in their winter quarters for the purpose
of the Company's business under the concession which they held from the Persian
Government, and which agreement should be submitted to, and approved by, the
Persian Government.
Article 1.
The Company shall have the right to drill for oil and for water and to make
all investigations necessary for the purpose of their business in all parts of the
said territories and to construct and erect tramways, roads, buildings, machinery
and telegraph apparatus of all kinds in any part of the said territories so far as may
be necessary for the purposes of their business.
The Company shall have the right to collect and use free anywhere in the said
territories stone, gach, salt, sulphur, clay for building purposes, wood and water,
whether from river or springs for the purposes of their work, provided that the
taking of the water is not detrimental to cultivation m the boundaries m question.
The selection of routes and sites for such work shall rest with the Company.
It is hereby explained that as long as the Persian Government have left salt
and sulphur in their natural state and free, the Company will utilize them free of
charge.
In the event of the said articles being monopolized by an ?
