274. The Commission recommend that when circumstances permit officers of the
rank of naib II and above should be entitled to one month/s privilege leave per annum
on full pay and rations or subsistence allowance in lieu, and that such leave should be
allowed to be accumulated up to a total of four months.
During leave other than the above it recommended that only half pay without
subsistence allowance be granted.
Travelling Allowances.
275. The Commission recommend that the following travelling allowances in
krans per day be granted to officers when travelling on duty, but not when travelling
with troops exceeding twenty rank and file : —

While on active service in the field it is recommended 1 J miscals of tea and f seer
sugar be added to the ration.
It should be the duty of the Finance Branch at the headquarters of areas to bring
to the notice of the G.O.C. the necessity for issuing substitutes in lieu of normal
rations so as to ensure that, while the men are adequately fed, this is done at the
minimum cost to the State.
Fuel.
27/. Scales of fuel for warming purposes in the case of officers have been leferred
to in paragraph 271. In the case of barracks, the Commission recommend a flat rate
per man per day to cover all purposes in barracks, the total drawn being distribute
to stoves, according to needs under regimental arrangements. The flat iate should be
j q, or 2 lb. per man per day, according to the degree of cold, the particu ar rate
oemg fixed by the G.O.C. the area.

Related matters of discussion include the following: appointment and nomination of administrative officers, mainly covering salary, travelling expenses, pay rate, channels to be paid, official visits and transports, and adjustments. Also discussed are the conditions of serving on the commissions, the organisation and recommendation of improvements on the commission.

The volume also covers the relationship between the Persian Government and the Anglo-Persian Military Commission and the possible service of British officers in the Persian Army. Also mentioned is the supplying of munition and equipment to the Persian Government, as agreed in the Anglo-Persian Agreement.
