Mr. Thomson to Earl Granville.—(Received June 22.)
My Lord, Tehran, May 14, 1880.
I HAVE the honour to report that I have had several conversations with the
Minister for Foreign Affairs on the subject of the depredations committed by the
Kurdish tribes inhabiting the Turco-Persian frontier, and have urged upon his
Highness the expediency of his entering into a formal agreement with Turkey for
keeping these tribes under control and for preventing them from taking refuge across
the border when pursued by the authorities and troops of either country.
His Highness has assured me that he is not only willing but desirous to conclude
such an arrangement with the Porte, and that as soon as the Turkish Ambassador here
has received the necessary authority to negotiate a Convention for that purpose the
matter will receive his earnest attention.
Fahri Bey has been informed by telegram from Constantinople that a draft
Convention on this subject will shortly reach him, which he is authorized to submit to
the Persian Government; but the despatch referred to in that communication has not
yet been received by his Excellency.

YOUR Excellency will perceive from Mr. Thomson’s despatch of the 14th
May, of which a copy is in your possession, that the Persian Minister for Foreign
Affairs expresses his readiness to enter into a formal agreement with Turkey for the
repression of the incursions committed by the Kurds inhabiting the Turco-Persian
frontier. If the draft Convention on the subject which it is stated the Turkish
Ambassador at Tehran is expecting to receive has not already been forwarded to him
from the Porte, your Excellency should urge that no time should be lost in trans
mitting it to his Excellency.
