darned February 15th. If Lord Inchcape will appoint De Frey
as his representative to receive tenders and if he will
give buyers here 15 days 1 notice from date that he so
appoints De Grey, essential political requirements will
be met. Very desirable list of ships for sale should be
published, but I do not wish to delay matters further.
I Hole and corner manner in which whole question
has been handled by Ministry of Munitions has made it
almost^impossible for Lord Inchcape and representatives * in
Mesopotamia of His Majesty’s Government to come to a working
agreement or indeed to give practical effect to any
arrangements for the sale of fleet.! In the absence of
lists, I have no clear idea as to number of ships Lord
Inchcape is proposing to sell and representative of Ministry
of Munitions here has no information.
