As regards my previous reports on Kurdistan rising. The open attacks on
my covering detachments are so distinct and determined that only two policies
can hold. The first to crush Mahmud occupation of Suleiman lyah Valley
permanently and the second to eat dirt, negotiate for release of prisoners and
<jome to a comparative humiliating arrangement for the future. Wilson and I
are very averse to latter alternative. My available force is sufficient, hut
distances involved will strain transport severely, which must be relieved at an
early date by approach of railway line from Kizilrobat. Without this line
Kurdistan cannot be held and pacified. The economic advantages of this line
are as great as the military ones. I am arranging to commence work as urgent
military necessity, and as so much of my animal and motor transport has gone
to India I have asked Sir Charles Monro if be can possibly spare me 100 miles
of track. (See Dy. Nos. 41798, 43451, 44058, P274.)

The volume contains a chronological list of brief summaries of papers relating to the activities of the Indian Expeditionary Force D (also known as the Mesopotamia Expeditionary Force) between 1 and 30 June 1919. This is accompanied by appendices containing copies and extracts of these papers, which include: telegrams, memoranda, and tables.
An index to the contents of this volume can be found at folios 3-8.
The volume concerns:
- Supply of construction materials, firewood, and other items to Force D
- Disposal of surplus weaponry and animals, including transfers from Mesopotamia to India
- Arrangement of transport for leave, demobilization, and personnel transfers to India
- Railway construction in Mesopotamia
