the poppy, and the manufacture, sale and importation of opium Ka ^ a t ” i a _
were concluded similar to those in the States under the Palanpur
Superintendency, described in the preceding paragraph of this
chapter. Beyond these two events, nothing transpired of interest
in a political point of view. Some progress was made in settling
the outstanding boundary disputes ; but, owing to the inability of
the Rajputana Political officers to attend, no Border Courts were
held during the year.
Survey operations are in progress in the I'dar State, and the Survey,
question of the rates to be introduced is now under consideration.
The out-turn of work for the year was 1,281 acres measured, and
461 acres classed, at an aggregate cost of Rs. 7,293.
There are now 16 estates under the direct administration of Estates under
Government on account of either the minority or indebtedness of mana g ement -
their Chiefs. This is one more than last year.
The only first-class State amongst them, or indeed in the I'dar.
Agency An office of the East India Company and, later, of the British Raj, headed by an agent. at all, is that of I'dar, the Chief of which, now 17 years
of age, has, after considerable trouble and discussion, been sent
to finish his education at the Rajkumar College. The gross reve
nue of this estate for the year under review was Rs. 3,60,616,
including a loan of Rs. 75,000. The expenditure amounted to
the same amount, showing an increase of Rs. 90,502 in income,
and Rs. 97,945 in expenditure, as compared with last year. The
marriage of the sister of the Chief to the Maharana of Udepur
was the cause of the greater portion of the excess expenditure.
The gross revenue of the smaller estates under management Other estates,
amounted to about Rs. 58,058, and the expenditure to Rs. 55,461.
Nothing of special moment took place in these charges during
the year.
I'dar is the only State that keeps up an organized police force.
The strength this year was 30 mounted and 418 foot police,
and the cost Rs. 38,398. The village police system is in force
in this charge to a certain extent, and includes a force of 1,656
village headmen and 3,408 subordinate police. The number of
offences reported was only 3,066, as compared with 3,400 the year
before, the decrease being attributable to tbe greater plentiful
ness of food-grain and general cheapness of living in the district.
The percentage of persons convicted to those arrested was 87'5
against 84 - 21. The value of property stolen was Rs. 1,02,643
against Rs. 93,241, and the percentage recovered only 16'11, as
compared with 22 - 5.
The population, to whom the provisions of Government to pre- infanticide.
vent infanticide have been extended, numbered 2,128. Forty-one
male and 40 female children were born amongst tbem this year,
of whom 11 boys and 8 girls died. The proportions being, tbus,
26'82 deaths of boys, and 20 • per cent of girls; tbe average
percentage of tbe last four years seems to be 19 - 55 and 26'01
respectively. The receipts of the Infanticide Prevention Fund
were Rs. 1,046, and the disbursements Rs. 647.
The Criminal Courts dealt with 3,705 persons ag’ainst 4,504 ( 2 ) Criminal
in 1877-78. Of these 2,305, or 62 per cent, were convicted, and
Protection.
