control of the Caspian. I base my views mainly on question of maintenance
and not only on political and tactical considerations. In the dry summer
months it has proved extremely difficult to maintain troops and the navy on
the Caspian from Mesopotamia. It uill be at times impossible, and always
unreliable, during the winter season.
With regard to the force to be sent to the Caucasus, I consider that at
least two divisions are required exclusive of L, of C. troops. As explained in
my X.-3901 November 15th, to D. M. I., London, I calculate enemy elements
in Caucasus at approximately 25,000 rifles exclusive of irregulars.
