My proposal that Dairy and Grass farms should remain under the control
of the Director of Agriculture was made in order to save personnel ; see my
telegram No. X-5081, January 18th (Diary No 5191), paragragh 4 (3).
Por purposes of administration of these farms, the Director of Agriculture
will be subordinate to Military Authorities. No difficulty in the arrangement
to which the Civil Commissioner has agreed, is anticiapated proportion of head
quarter charges of Agriculture Directorate will be debited to Military. The
only alternative would be to appoint a Director of Parms, but this would serve
no useful purpose and would duplicate staff.
