From—The General Officer Commanding, Force “ D,”
To—The Chief of the General Staff, £imla.
As shortage of railway personnel here at end of August was considerably
in excess of forecast fixed by you and as there is probably difficulty in meeting
our demands suggest that civil railway men already out here on engagements be
asked to re-engage under following conditions. (1) Those re-engaging for one
year bonus of two months’pay. (2) Those six months one month’s pay. (3)
those 3 months half month’s pay. Bonus on re-engagement granted subject to
following conditions.
(a) Men forfeit title to convalescent leave clause (A) (4) standard form
agreement.
(b) No increase of pay (affected ?) on re-engagement.
Early sanction requested to above proposal as some personnel shortly due
for repatriation.

Your 62180 of September 13th. Candler, who has just returned from India,
says that wire from Association offering him terms your 57832 of August
25th has not been received by him.
Association should please be informed accordingly. In absence of wire
Candler is ignorant of their terms, but, pnma facte, he is not inclined to terminate
his engagement as Eyewitness.

Chief should please be assured that increase in force and consequent neces
sity for expansion of base are fully realised. Development must necessarily be
gradual but is going on steadily as witness Nahr Umar recently. Delibera
tions of Committee have been most satisfactory and as to results, by adding 5
new wharves it will be possible to increase maximum monthly discharge to
150,000 tons in near future. This immediate increase of 5 wharves can be in
creased to 17 wharves ultimately. Other recommendations are made. Colonel
Thompson is returning to India and takes with him for Chief’s information a
copy of Committee’s report.
