I am commanded by the Army Council to transmit for your information
a copy ol a letter which has been addressed to the General Officer Cortimandi-
ing-in Chief, Mesopotamia.

I am commanded by the A^my Council to forward copies of correspondence
received from the Alinis'ry of Shipping in which it is alleged that a greater
number of storeships are being despatched to Basrah than can be dealt with at
the port. The figures received by cable on this subject from the Corhmander-
in-Chief in India, are as f dlo.' s : —

The figures for the weeks ending June 10th and June 17th appear to be
abnormal.
The Council request that a report on this question may be furnished, and
that in the meantime you will take any steps that may be possible to improve
the shipping situation without prejudicing military necessity. A copy of this
letter has been sent to the Commander-in-Chief, India. #

Sir,
I beg to refer to my letter of 9th June, No. A -42792-17-F.a; and your
replv of 11th idem, No. S. R.-i-a. regarding delays to ships at Basrah and to
enclose herewith for your information a copy of a statement compiled from
telegrams received from Basrah showing the actual shipping position at that por
at 6 P.M. on 4th July.
It will be observed that on that date 22 store ships were at the port, that
of these 20 were from India and 2 from this country ; also that of the 20 ship s
from Indian were not working while very small quantities were discharged
from most of the remainder. A further 7 ships were pn their way from Bomb
and Karachi to Basrah, some of which have since arrived;
