reference to estimated requirements cargo carrying fleet referred to in
your X.-2145 (J)y. No. 53123) of May 18th, estimated weekly ton-mileage
requirements were given as slightly over 5,000,000 average worked for quarter
ending 30th June was 4,634,000 with cargo carrying fleet of tugs and barges
and exclusive of port work averaging approximately 295 units; ultimate fleet
of such craft will be about 640 including any appropriations for port work and
other subsidiary duties. W T orked on a basis of 600 vessels and allowing 33 per
cent, for casualties, heavy repairs, replacements and loss at se&en route, we get an
ultimate active cargo fleet of 400 units equivalent to approximately 6,450,00 J
against Januarv estimate of 5,113,206. There are so many local factors affect
ing situation that I wish you to give fullesc consideration to the question of
possible reduction in the number of tugs and barges still to be supplied.
