most economical method in the use of tonnage is not always followed, because
its intricacies are not fully understood except by those who have been trained
to the commercial use of shipping.
Their Lordships have, therefore, decided to appoint to your Staff, in the
capacity of Civil Assistant, a gentleman whose name will be communicated
in due course.
The principal duty of the Civil Assistant will be to advise you on questions
such r.s storage, bunkers, ballast, repairs, methods of loading and unloading
and despatch, and general management of steamers.
i ou are to afford the Civil Assistant all reasonable facilities; the Civil
Assis nt will understand that Military requirements are paramount, and that
if he ,» shes to make representations to the Admiralty, he must do so through
you.
The responsibility for accepting or rejecting any advice tendered by the
Civil Assistant will he your own, bearing in mind that Military requirements
may often he met in the most prompt and effective manner by the application
of business methods to Naval Transport operations.
My Lords are confident that Naval Transport Officers will co-operate with
their Civil Assistants in order to effect the object my Lords have in view and
that the result will raise still higher the standard of efficiency of the Naval
Transport Service. j

Towards the end of April according to an agent it was the intention ot

Mesopotamia but he arrived at the Caucasus front, and went to Emngan att
an attempt to break through and recapture Erzerum. ^
He is now stated to be returning to Constantionple from Erzingan. Un
the Khaniqin front there is no movement. There are some cases of typl
fever among the Russian troops.
The statement that the 16th and 18th Eegiments reached Baghdad on May
3rd is believed by the Russian G. S. but there has been no subsequent miorm
ation regarding the 16th Regiment. , ,
On May 11th according to statements of prisoners the 18th Regimen
reached Khaniqin.
On May 19th the force under General Chernozubof held the line
Bane-Serdesht-Rowanduz-Julameik-Neri. ■« i*
