Continuation my telegram 96/1 of 3rd and 9fc/3 of
Hay 4th.
On subject of Russian debts there seems to be some
confusion. be are not asked to pay their actual debts
existing prior to Oct. 26th the date wo undertook to
help the evacuation. Russians ran short of money
during the evacuation because money and supplies relieo.
cn from Caucasus on which estimate of eubsioy from us
was based failed owing to Caucasus troubles. To
cover shortage of funds therefore requisitions for
supplies and transport were issued. Our subsidy was su
never meant to cover whole cost of move and maintenance
but former only, latter bfcinp met from Caucasus sources.
Maximum subsidy was 10,400,000 krans a month, but owing
to closing of Resht bank and temporary military situation,
(? groups omitted) payment at Kasvin. Russians, only
drew 9,775,237 from Feb. 13th to April 13th 1913 which was
over 10,000,000 krans less than maximum. Undor 10.000,000
altogether is now required to pay requisit ions. Stor es

krans. 1 consider the requisitions should be pan.
