American Vice-Consul Doolittle just arrived from Tiflis
via ? Baku and Enzeli confirms report received Kasvin
yesterday of threatening situation there. Have sent
motor cars to-day to bring Bank Manager and his family
to Teheran. Following appears to be situation on March
-ore.. - 1. Ao Enzeli 100 Germans released prisoners who are
armed and have joined Jungalis; they came from an island
i.Oc».r Baku, also Jungalis with some light guns and machine
guns number unknown. - 2. At Manjil 300 Jungalio and some
Caucasian Tartars. 3. 40 miles north of Kasvin 100
Jungalis. 4. At Kasvin 100 Jungalis who have entered town
in small parties and 200 Persian democrats, who will join
them. 5. At Teheran some Jungalis seen about the streets
in their black uniform. Jungalis number about 3000.
Doolittle reports owing to their cry of take from rich and
give to poor Jungali movement grown daily. His impression
is that they will certainly seize Kasvin possibly on
March 27th. Impossible to foresee effect of this on
are

produce revolutionand disorder. lie cannot be absolutely
certain of the Persian Cossacks and there is nothing to
legation foreigners and OmK without them. Minister
thinks situation at Kasvin might be saved but onl' s:r by

immediately to prove that a British Force is really
approaching to people of Teheran and Kasvin. Anti
