i„ their having been formerly pirates. They are still sa.lors, and might
afford the materials for a future Persian navy, if the treaty closing the
Caspian to the ships of that flag: should some day be annulled.
The Yamut Turkumans, who inhabit the coast of the Caspian and toe
mouths of the Atrak and Gurgan, are divided into two classes those
who have yielded, according to some a voluntary, according to others an
unwillino, submission to Russia; and those who st.l pay a nominal, a very
nominal,^allegiance to Persia. This latter power is afraid to use very severe
measures, lest her lightly bound subjects should pass over to her powerful
neighbours. Some writers assert that Persia has no influence beyond the
Kara Su Both classes are divided into dwellers in tents ; and agriculturists.
The Persian nomad Yamdts are constantly raiding in the neignbouring
settled Persian districts of Astarabad and Shahrud. . n 1 ,
The Russian Yamuts rob their most peaceable brethren, the Goklan, and
their warlike brethren, the Turkumans of the Atak slopes, who hate and harry
them in return for having submitted to the infidel. l ie Russian gamuts
are however, described by some authorities as disloyal and untrustworthy, and
unwillino'victims of the cajoleries and discipline of Russia; and are even
asserted to be anxious for the protection of England. Russia alternately
bullies and coaxes them,—supports them against their Tekke adversaries,
and ao-oravates their disputes between those within and beyond her border
The pretext of the last Marv expedition was to punish the incursions ol
the Akhal-Tekkes upon the Yamut subjects of Russia. The Yamuts are
said to number 70,000 souls. Of the divisions given,_ the Igdir, Arikh,
Kusali, Ugurjali, Turnaj, and Kur, are said to be subject to Russia: tUe

This volume is Volume I of the four-volume Gazetteer of Persia (1886 edition). It was compiled for political and military reference by Lieutenant-Colonel Charles Metcalfe MacGregor, Assistant Quarter Master General, in 1871, and brought up to 31 July 1885 by the Intelligence Branch, Quarter Master General’s Department in India. It was printed by the Government Central Branch Press, Simla, India in 1886.
The areas of Persia [Iran] covered are Astarabad, Shahrud-Bustan, Khurasan [Khorāsān], and Sistan. The boundaries of the areas covered by Volume I are as follows: the Afghan border from the River Helmand to Sarakhs in the east; and from there a line north-west to Askhabad, due west to the Atrak, which it follows to the Caspian Sea; then along the sea coast to Ashurada Island; then in a straight line to Shahrud; and from the latter south-east to Tabas hill, Sihkuha, and the Helmand, from where the river first meets the south-east border of Sistan.
The gazetteer includes entries on human settlements and buildings (forts, hamlets, villages, towns, provinces, and districts); communications (passes, roads, bridges, canals, and halting places); tribes and religious sects; and physical features (rivers, streams, springs, wells, fords, valleys, mountains, hills, plains, and bays). Entries include information on history, geography, buildings, population, ethnography, resources, trade, agriculture, and climate.
Information sources are provided at the end of each gazetteer entry, in the form of an author or source’s surname, italicised and bracketed.
