please read "Cur policy in Mesopotamia and South Persia” instead
of as sent. As regards Mesopotamia the post helium policy .;i„l
(?) decide the direction and scope of railways there and ax. o
the railway policy in Southwest Persia which presumably is what
Freeland aaks for advice about.
Formation of opinion on the post be Hum. railway policy
as I pointed out in my 4972 January 19th. must await a definite
declaration prescribing the general policy there but in view of
Secretary of State's talegram liarch 29th 1917, conveying Far
Cabinet's decision that occupied territories were not to be
administered by the Government of India, Is it still your wish
that Freeland should be instructed as to the views on this
particular question of the Government «of India.
