I new submit the following administrative observations. //,,?. V. .*
—— * hu prcSont Programs of constr- ation at Tutus will
bo complete in April. Extra programme proposed by fore. E
of 869 miles could be taken in hand at the rate of £0 miles
per month provided that no further demands are made on
India for Egypt or Salonika. Sleepers, points ond
crossings and bridging material could bo supplied.
HcJ. lin£_Stoek . India has already supplied hesopotamia
vitn 63 engines and 2100 wagons and has under order n
further supply of 25 engines and 2£0 wagons. it is
presumed Freeland's Commission will test carefully the
necessity of the additional 70 engines and 22£0 wagons
which are suggested as necessary if the completion of
}uphratos Railway were approved. I an, however informed,
by the railway beard of the Government of India
(1) that Indian lines are already much depleted, of rolling stool
(2) that the present pressure not only for military purposes
but for the exportation of grain and wheat to meet home
dem a nds is heavy and likely to continue sc and
(3) that i| this large additional demand for rolling
stcck were complied with India's capacity to meet her
overseas liabilities and internal requirements would be
gravely affected.
As you are aware it has been indicated by recent telegrams
that India may be called upon to accept, even more fully
than heretofore, responsibility for maintaining ti.o forces
