It nas understood that the
ten Construction Officers, one Stores and one Locomotive Officer
referred to in India’s 50001 June 27th were to meet ^osepotamian
requirements, and that additional dfficers should be sent to
India if they were available, see my 81695 July 3rd and India’s
58487 July 26th in reply. Stores Officer, Locomotive Officer
and three Construction Officers have already left for Mesopotamia,
De Candelle asks for remaining Officers to proceed t'ur~ together
with the four Survey Officers including Sutherland. Development
of situation will determine ultimate road objectives* frosent
objective of Ramadan Road is provision of two hundred tons daily
capacity to Lnzeli. Only obligatory intermediate points would
appear to be to assure junctions T/ith roads northward from
Xermanshah, Ramadan and Siadaham and road to Tehran, Local
conditions will doubtless necessitate other obligatory points*
Any necessary diversion from present Hermans hah, Ramadan,
Xasvin Road should be to a route South of these places if possible
