l e the Persian Government will find means of claiming, also,
f Imperialist Government compensation for the losses caused by
^TbTviet Government, in view ol its desire to indemnify the Persian people
, or the losses incurred by it, declares that:-
(1) All Persian loans owed to the Tsarist Government are null and void.
Rus . ia perpetually abstains from interference of every kind with the
revenues of Persia, e.g., the receipts from Customs, Telegraphs, Posts,
Land Revenue, etc.
/•n Tho Gasman Sea, after it has been cleared of the ships of the Imperialist
free- hooters, the English, will be declared free for navigation by the
vessels flying the flag of a free Persia.
/j\ The frontiers of Soviet Russia along Persia will be fixed according to
' the free will of the inhabitants of those frontiers.
( 5 ) All concessions of the Russian Government and those of its subjects
are null and void. ,
Tt ,, (Enssian) Discount Bank of Persia, with all attached grounds, as
well as its branches in the country, are declared to be the property
of the free Persian people.
( 7 ) The following are restored for enjoyment, and as the property, of the free
and independent Persian people .

The payment of the claims of the employees and workmen of the aforesaid
establishments falls on the Persian people.
( 8 ) The jurisdiction of the former Consuls is completely abolished.
(9) The Orthodox Mission of Urmiah is dissolved.
(10) All Russian subjects, resident in Persia, are liable,

that these taxes and revenues are according to law and have
instituted for meeting the requirements of the nation.
(11) The Russian Government is ready, conjointly with the

The part concerns the revised narrative for the section regarding Persia [Iran], Seistan [Sistan], Kerman and Persian Baluchistan, and includes extensive interdepartmental correspondence (most of which is dated 1929-1931) discussing the contents of the revised narrative, as well as the question of which treaties and agreements to include alongside it.

The correspondence goes on to cover the requirement for a fresh proof of the revised narrative, following the Government of India's decision (made in consultation with His Majesty's Government) to defer its publication, in order to include references not only to recent events but also to further developments that are expected in the near future.

Most of the part is made up of a copy of the second proof of the revised narrative (ff 24-41) together with copies of numerous related treaties, agreements and correspondence covering the period 1763-1928 (ff 42-216), of which a significant amount is written in French.

The main correspondents are the following: the Foreign Secretary to the Government of India; the British Legation, Tehran; officials of the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , Foreign Office, Colonial Office, and the Government of India's Foreign and Political Department.
