Majesty's Government could not properly concern them
selves with the protection of other than British
pilgrims, and that for the protection of the latter hie
Majesty's Government could rely upon ordinary inter
national sanctions. On the other hand, the Government
of india wisned not only to retain tui s article, but to
amplify it by inserting a provision to secure that
British pilgrims snould enjoy freedom of religious
observance and rites. They represented that tne
indignation aroused India by the intolerance
exhibited bv Wahabis in the course of the recent
pilgrimage was such that the conclusion of a treaty which
did not include some sue., safeguard would be deeply
resented by Indian Moslems. The general view of the
Conference was that it would be most dangerous to adopt
tne Government of India’s suggestion, which would involve
a reversal of his Majesty's Government s policy of non
mterierence in religious matters. It was agreed to
recommend however that in order partially to meet their
views, tne following revised text of Article 3 should
be adopted - "His Majesty the King of the tiejaz and
Sultan of Nejd and its Dependencies hereby undertakes
to facilitate the performance of the pilgrimage by
British subjects and protected persons of Moslem faith,
and to protect such persons during the performance of
the pilgrimage." It was agreed that Article 5 would
more appropriately follow directly after Article 3 , and
that for the words "all British subjects and British
protected persons, as defined in Article 3" should be
substituted the words "all the aforesaid pilgrims'.
