Sir, Foreign Office, March 10, 1891.
I TRANSMIT to your Excellency herewith a question which was addressed to
Her Majesty’s Government in the House of Commons on the 5th instant as to whether
any prosecution has yet been instituted against any Mahommedans implicated in the
Erzeroum disturbances on the 20th June last; and I shall be glad if you will report
to me what steps the Porte proposes to take in the matter.

MR. DEYEY states, with reference to the paragraph in the “Daily News ” of the
10th March,* that he has not made any written or verbal protest as therein alleged.

I HAVE received your Excellency’s despatch of the 23rd ultimo, inclosing
a copy of a despatch from the British Vice-Consul at Diarbekir, in which Mr. Boyadjian
reports a brutal outrage recently perpetrated by a number of Kurds upon a party of
travellers in the immediate neighbourhood of Parkin, the seat of the Sub-Governor of
Silivan. .
You also inclose a copy of a despatch from Her Majesty s Acting Consul at
Erzeroum reporting that an Armenian had been beaten to death by zaptiehs who were
quartered in his house, situated in the neighbourhood of Bitlis.
Her Majesty’s Government trust that the prosecution of the Kurds will be
energetically proceeded with, and that the Sub-Governor of Silivan will be properly
punished for his sross neglect of duty.
With regard to the zaptiehs, Her Majesty’s Government hope that the Porte will
lose no time in bringing to justice the perpetrators of the outrage. . •
Your Excellency has already brought these two cases to the notice of the Grand
Vizier, but I have to request that you will impress on his Highness the necessity
of energetic steps on the part of the Porte.

Consul Peacock to the Marquis of Salisbury.—{Received March 20.)
My Lord, Batoum, February 10, 1891.
I HAVE the honour to report that upon the whole the late events connected with
the Armenian difficulties in Turkey have not failed to call fortli a somewhat increased
manifestation of national aspirations among the Armenians of this country.
* The Kurdish Cavalry for Armenia. Constantinople, March 8 . —The Turkish semi-official papers
announce that the new Kurdish cavalry corps is to bear the name ot Ertogrul, after one of the early lurkish
conquerors. The Sultan will present the Commander-in-chief with a standard and banner, on which will be
inscribed the name of the corps and some verses from the Koran. Ihis announcement is causing much
irritation among the Armenians, as the measure is an open violation of the provisions ot Article LXI of the
Berlin Treaty. Mr. Devey, the British Consul in Van, is reported to have sent in a written protest to the lurkish
Government against the formation of such a body as likely to drive the Armenians to acts ot rebellion.
