2. Sultan of Muscat has informed me that
Shaikh Rashid bin Hamad of the Al Bu Shamis has been
specifically authorised by the Saudi Government to
issue slave certificates. Grateful if you would
consider possibility of requesting Saudi Government
to withdraw authorisation. The Sultan has promised
to send for Rashid and warn him against giving false
certificates but I doubt if this warning will be effective.
