Detailed surveys for the Kabul River
Railway are proceeding quietly from the
"Warsak, Shahid Miana, and Loi Shilman
Khula camps; and arrangements are being
made to take up land for bungalows and
coolie

camps. The Mohmands are taking work freely
on the railway. It has been found necessary
to abandon the scheme for a Mohmand Levy
Corps (see Journal for October), as the
Mohmand Tarakzai jirga was opposed to it.
They were, however, quite reasonable, and in
return for increased allowances were prepared
to undertake the responsibility of protecting
the railway, furnishing escorts, and to give,
for service in the Border Military Police at
Michni, men who would patrol the line and
assist the tribe in carrying out its engage
ments. An agreement has accordingly been
made with the Tarakzai Mohmands, which
involves the payment of additional allowances,
not exceeding Rs. 5,000 a year, to the tribe,
and Rs. 4,800 a year to the two ex-Khans
of Lalpura. Annual expenditure of Rs. 5,675,
on account of the additional Mohmand tribes
men employed in the Border Military Police,
has also been sanctioned. The Tarakzais have
given a formal undertaking to be responsible
for the protection of the railway and all
works connected w T ith it, and for the safety
of the river, if used for carriage, &c., up
to mile 300 or their tribal limit, whichever is
furthest: Government reserves the right to
cancel, at any time, the arrangement made if it
is found unsatisfactory.
If it is eventually decided to adopt the
river route, further tribal allowances will be
necessary, and the Halimzai Mohmands will
have to* be included in the arrangement, but
it is not apprehended that there will be any
difficulty in coming to terms with them.
Santana .—On the 3rd December, a report
was received that, on the evening of the 1st
December, the Crag picquet on the Samana had
been attacked for about five hours by fifty
