Macartney con^idei’s that, if there had been any
foundation in the report of the contemplated
Kussian advance into Kashgaria (see Journals
for July and September), Colonel Lastochkin
would have remained in Kashgar instead of
travelling about the country.
Run, the Governor of the New Dominion,
was dismissed from the service at the end of
September for embezzlement of public funds.
Mr. Macartney made a short reconnaissance
journey towards the Russo-Chinese border by
the Naryn route in September, and found that
the Russians were constructing, under the
superintendence of Mr. Sozontoff, District
Officer, Naryn, a cart road, about 27 feet wide,
from the crest of the Turart Pass to At Bashi
(near Naryn), whence there is already a
tarantass road to Vernoy. The Russians have
not confined themselves to road-making on
their own side of the Irontier, but have made
a 6 feet track down the Chinese side of the
pass. Now that the Russians have a cart road
right up to the frontier, it is probable that
they will re-open the question of the con
struction by the Chinese of a cart road from
Kashgar to connect with it (see Journal for
June).
GILGIT AGENCY An office of the East India Company and, later, of the British Raj, headed by an agent. .
Sanction has been accorded to an expend
iture of Rs. 18,786 for special repairs to the
Gilgit-Gupis road, and Rs. 3,214 for repairs to
the Ramghat-Chilas-Babusar road, to set right
the damage done by the recent floods (see
Journals for July and August). An estimate
for a new bridge at Gilgit, to replace the one
destroyed by the flood, is under preparation.
On the 9th October, the Resident in
Kashmir reported that the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. ,
Gilgit, had received information that a Russian
named Yann intended to travel from Kashgar
to India via Hunza and Gilgit. It was con
sidered possible that M. A^ann’s intention had
something to do with the anxiety of the
Russian Consulate at Kashgar to obtain in
formation regardingthe Hunza-Chinese bound
ary (see last Journal); and instructions were
issued that, should M. A'ann ask for permission
to use the Hunza route, he should be politely
told that it could not be granted.

A note accompanying each memorandum states that they are 'based upon reports, the accuracy of which it is not always possible to guarantee'.

The memoranda relating to Persia, divided into sections concerning Tehran, Bushire, Shiraz, Arabistan, Henjam, other locations in the region, and general matters, include information on political affairs, Russian influence, arms, quarantine, shipping, the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , telegraphs, oil, loans, law and order, British post offices in Persia, and customs.

The memoranda regarding affairs on and beyond the North-West Frontier Region of British India bordering Afghanistan. of India include similar information on Khorasan, Seistan [Sistan], and Baluchistan.
