Majesty’s Consul was informed that a telegram
had been sent to the Sard a r from lehran,
approving of his action throughout; It was,
however, a mistake to bastinado the Mujtahed,
as this will perpetuate the feeling between the
two parties, which must otherwise ha\ e died
out, as it did years ago.
21. Mr. Belayeu, Assistant to the Russian
Consul, has starte*d for a tour in the Garmsir,
< commencing with Khabis. Captain Hawoith
suspects he will follow the track of the Com
mercial Mission.
22. Captain Haworth left Kerman en
route for India on 29th November. He will
be succeeded by Lieutenant-Colonel T\. H. M.
Stewart.
23. ( Vide paragraph 21 of Memorandum
for November 1905.) Mirza Yantz, the new
Customs Director, arrived at Kerman towards
the end of October. M. Cattersel (who was
last year at Bunder Abbas and gave much
trouble to the Commercial Mission, &c.) was
expected to leave a few days afterwards.
During his stay in Kerman he has been most
obliginsr, and was very much liked by all the
English who know him. lie is a bluff sea-
mate, his defect being that he cannot rise
above the doctrine of red tape.
24. General. —With reference to the
question of the position of British Post Offices
in Persia, Mr. Grant Duff telegraphed on the
14th December that Lord Lansdowne’s despatch
No. 85 (Memorandum for June, paragraph 11)
had been handed to M. Naus in original on the
18th July 1905. M. Nans had informed him
verbally, before leaving for Constantinople
(whither he had been deputed to arrange a
commercial treaty with Turkey), that he had no
objection to offer to the conclusion of an arrange
ment on the lines suggested by Lord Lansdowne,
but that he would eventually let him have a
written communication on the subject. Mr.
Grant D iff—on the understanding that Lord
Lansdowne’s instructions referred only to parcel
mails—did not propose to raise the question
of a general Postal Convention. He added that
lie was pressing for the promised answer, but
that it was unlikdy that he would receive it
until M. Naus returned fro n 0onstantinople,
that is to say, about the beginning of Eebruiry.
