him at short range, so that it is a mere chance
that he was not killed. Some exemplary
punishment should be insisted on. No satis
faction bad yet been received for the outrage
on Colonel Douglas, and one of the escort of
His Majesty’s Consul, Shiraz, had recently been
badly wounded ; moreover, all these cases had
occurred within one year. Mr. Grant Duff has
been instructed to inform the Grand Vizier that
His Majesty’s Government must insist on the
execution of the Persian Government’s promise
to remove the Mulla. If fresh circumstances
have arisen pointing to the desirability of
delay, His Majesty’s Government must be
informed of them at once. His Majesty’s
Consul-General at Tabriz should not attend
the enquiry, unless the Kurds are arrested.
The United States Minister is to be consulted
when the Persian Government is urged to
adopt the necessary measures.
6. Arabistan.— QtAonel Douglas and
Captain Lorimer are only able to identifv
positively one of the captives as having taken
part in the attnck upon them {vide paragraph
6 of the Memorandum for August). It is con
sidered that it would be a mistake to execute
one culprit, as this would only deter others
from surrendering, and the Pirman Firma
should be urged to endeavour to secure more
of the guilty tribesmen by negotiation, using
the captives as hostages, or, failing tliaf,
by a resumption of the operations which he'
promised to undertake after the harvest. The
question of compensation is to stand over for
the present.

on the 27th October from Luristan after
an absence of nearly ten months. During
an interview His Highness informed Captain
Gough privately that he had sent in his
resignation of the Governorship of Luristan
His Highness also said that Luristan was now
quite settled, though in the next breath he
remarked-" Luristan est absolument pele-
mele , and that he had been unable to effect
the capture of the remainder of the Dirakwand*
