Describes in detail attempts to apprehend a suspected French messenger (en route to India) and reports latest news of French activities in the area. An additional note records the receipt of a packet from Bombay and other administrative matters. Also reports news from Lieutenant Charles Pickett that four French privateers were cruising in the Gulf.
