American hands.
As regards the last three sentences of
Mr.Starling’s letter, it seems quite out of the question at
this stage to hack Petroleum Concessions Limited against
the Bahrein Petroleum Company. The discussions of the
Unallotted Area in 1933 were all based on the assumption
that His Majesty’s Government must he neutral in the matter
(see the note at Flag B). The Bahrein Petroleum Company
have been told that they can put in for the Unallotted Area
in fact the Sheikh has asked them to compete for it, with
our approval. If we now advise him to give the
concession to Petroleum Concessions Limited, the matter can
hardly remain hid, and His Majesty’s Government’s position
would be indefensible internationally. The Sheikh in any
case would probably not take our advice unless we gave him
definite orders, and it is impossible/that the matter is
one ot vital importanceto Imperial interests.
It is accordingly proposed to resist firmly any
suggestion from the Petroleum Department that His Majesty’s
Government should abandon their position of neutrality.
