I have frequently referred to this matter in letters
to the Agency An office of the East India Company and, later, of the British Raj, headed by an agent. . In past times Shaikh Isa used to
write on scraps of paper that he gifted the district
of so and so to one of his sons or grandsons. In
those days open ground was valueless as it could
not be irrigated. The gift conveyed rights of
independent taxation and various other feudal usages
all of which are now extinct. Some of the Khalifah
who retain these documents now argue that the gifts
of whole districts in Bahrain convey the actual
ownership of all the ground, except that which is
privately owned, within the Tl sehat n . In some
places the local Bahama have cultivated patches
of ground within these areas and in some cases the
Shaikh who holds the hiba demands that they should be
ejected and their gardens taken over by him. The
Bahrain court is now dealing with several cases of
this description.
