Letter regarding a question from Ross as to where disputes between native officials and telegraph departments should be referred, which Pelly believes should be the political officers but which he has referred to the Government and Secretary of State for a response.

The letter also discusses the recent weather in Bushire and the actions and threats of Ibrahim Khan, whom Pelly believes is acting of his own accord and not on orders from Tehran.
