Folios three and four of a letter written by Lewis Pelly discussing Persian affairs, in particular attempts at making a complaint against the Bushire Foreign Moonshee and the difficult working conditions in Bushire before requesting that the recipient of the letter raise the issue with Lord Stanley (Edward Smith-Stanley, 15th Earl of Derby).

The letter also discusses the new assistants and agents that have been sent to the Gulf to enable Pelly to undertake his work effectively and their need to communicate with individuals on both the Arab and Persian sides of the Gulf and Pelly's concerns that if they are forbidden to communicate with them and have to refer all matters to Pelly it will prevent them doing their work.
