Letter regarding attempts to encourage the British press to take up the question of the state of India; Jacob's letters to Sir Charles Trevalyan and Bartle Frere regarding enlisting Beloochis [Baluchis]; Herat having been abandoned 'to its fate' and Persia's possession of Laush Jorvaieen and Seistan [Sistan].
Enclosed with the letter are copies of correspondence between Colonel Peter Melvill Melvill and Edward Green:
- Letter from Colonel Peter Melvill Melvill to Colonel Edward Green, 12 April 1858, regarding Melvill's disagreement's with Jacob's views on the structure of the Sind Horse, the frontier defences and the Indian Army, the use of natives in the army, methods of maintaining discipline, the need for audits, the challenges of changes in orders and the need to simplify rules within the Army. The letter contains a note from Jacob to Pelly informing him that the correspondence between Green and Melvill should be considered as confidential.
- Letter from Colonel Edward Green to Colonel Peter Melvill Melvill, 13 April 1858, responding to his letter of 12 April regarding the structure of the Sind Horse and the questions of the reconstruction of the Bengal Army and remodelling of the Indian Army.
