The letter is a covering letter, relating to the slave trade between East Africa and the Gulf. Enclosed with the letter is an extract of paragraph 19 of despatch no.30 of 1855 (folio 186), from the Court of Directors The London-based directors of the East India Company who dealt with the daily conduct of the Company's affairs. , dated 19 December 1855, stating that Captain Kemball [the previous Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran.
