The letter is reporting that the envoy — Ali ben Ibraheem — deputed by Shaikh Mahomed ben Khuleefa [Muḥammed bin Khalīfah Āl Khalīfah], Chief of Bahrein [Bahrain], to Egypt has returned. It notes that Abbas Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. , Viceroy of Egypt [Wali of Egypt and Sudan], has declined his offer to assume a protectorate over the island; the Chief of Bahrein wished for the refugees to be removed from Demaun [Ad-Dammān], to be freed from the ascendency of Ameer Fysul [Amīr Fayṣul], and freed from English control at sea.
