Proceedings subsequent to the arbitration relating to the question of the subsidy.
The Secretary of State observed that, since the date of his despatch No.
20, dated 15th Eebruary 1868. he had learnt that the Agent at Muscat, in
virtue of his consular office, communicated directly with the Secretary of State
for Foreign Affairs.
4)1. Arrears of subsidy paid by Zanzibar .—On the 18th May 1868
the Bombay Government reported that the arrears of subsidy due by Zanzibar to
Muscat, amounting to Ks. 1,68,000, being the equivalent of Dollars 80,000,
had been paid into the Bombay General Treasury by Jairam Sewjee, the
Zanzibar Sultan's agent. The Bombay Government was thereupon directed
to remit the amount, through Colonel Pelly, to the Sultan of Muscat, after
deducting the advances already made to His Highness. As, however, there was
a British Treasury at Muscat, the Bombay Government wrote that it had been
arranged to remit the amount direct to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at that place. The
Secretary of State was duly informed of the payment.— (Folitical, A., June

On receiving the arrears of subsidy, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Muscat, pointed
out that the Zanzibar Agent had paid in the amount at a rate of exchange
which had caused a loss to Syed Salem of lis. 6,000. Certain arrange
ments sanctioned by Government about that time for earn ing on the operations
of the Muscat Treasury were adopted partly with the view of obviating the
evil complained of.— (Political, A., September 18G8, Nos. 296-298J
42. Mission sent by Sultan to England to remonstrate against
payment of subsidy .—Towards the end of 1868 intimation was received Ironi
Mr. Churchill of the intended deputation of a mission from Zanzibar to
England, in order to make certain representation to Her Majesty s Governmeiiu
against the payment of the subsidy. The Sultan informed Mr. Churchill that
he would make the next half-yearly payment, which was due in September,
only under protest,— fPolitical, A., November 1868, ?sos. 1/2-173.^
43. Second despatch embodying views of Home Government. Sug
gested payment from Indian revenues of subsidy to Muscat . -A secont
despatch from the Secretary of State (No. 1, dated 6th Januaiy), on t ie su yjtc
of the subsidy, was received in the beginning of 1869. ^ It was written after the
Sultan of Zanzibar had sent the above -mentioned mission to England; alter
Mr. Churchill, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. and Consul, had personally represented to
Her Maiestv's Government that, by ceasing to enforce payment, the Britisli
Government could purchase from the Sultan concessions which would enable
our cruizers to deal effectively with the slave trade, and, as ^ er jesec n {
revolution at Muscat, which had resulted iu the expulsion of Syed Salem by
Azan bin Ghes, hrother-in-law of the ex-Sultan.

The file is a précis of correspondence related to affairs at Zanzibar between the years 1856 and 1872, prepared by Captain Philip Durham Henderson of the Foreign Department in the Government of India. The contents of the précis, which includes reports from Christopher Palmer Rigby, the British Consul at Zanzibar, and Sir William Marcus Coghlan, relate to: the death in 1856 of the Sultan of Muscat Syed Saeed [Sa‘id bin Sulṭān al-Sa‘id] without a direct heir; the succession struggle between Syed Thoweynee [Thuwaynī bin Sa‘id al-Sa‘id] and Syed Majid [Sa‘id Majid bin Said al-Sa‘id]; British arbitration in the dispute; succession arrangements at Muscat and Zanzibar; the slave trade between Zanzibar and Muscat. The précis is organised into six chapters (labelled I to VI), as follows:

Arrangement

The correspondence contained in the précis is arranged in an approximate chronological order, with those of earliest date (1856) at the front, and those of latest date (1872) at the end. The correspondence is further arranged into six chapters labelled I to VI. Subheadings throughout the précis are numbered from 1 (for the first subheading in chapter I) to 131 (for the last subheading in chapter VI). A contents page (ff 82-84) lists the chapters, subheadings and subheading numbers. Note that a discrepancy appears between the subheading numbers and the subheading contents in chapter VI.

Foliation: The foliation for this description commences at f 81, and terminates at f 137, as it is part of a larger physical volume; these numbers are written in pencil, are circled, and are located in the top right hand corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. An additonal foliation sequence is also present in parallel between ff 6-192; these numbers are also written in pencil but, but are not circled, and can be found in the same position as the main sequence.
