The letter is being written by the Resident under the instructions of Brigadier-General John Malcolm. The letter outlines the General's immediate plans for when he departs Bushire and explains that the King of Persia is at present too intertwined with the French to be easily separated from them.
The other main subject of the letter is that of surplus horses and packets for India, to be picked up by the Minerva (commanded by Captain John Hopwood) from Kharrack [Khārk, Jazīreh-ye].
