1 Ordinary Suits* , Probate and Administration' and 'Bank-
-ruptcy and Liqudation* but consider that Bahrain subjects
should pay all other fees. This question will be dealt with
in para 5.
4. It is impossible to estimate with any confidence
the amounts which will be realised by these fees.
In 1914 2872 summonses were served through the Shaikh^
officials, but this was a year of excessive litigation, and
it would not be safe to estimate the receipts from summonses
at more than Rs.1,000/-
The system of registration in vogue before 1914 makes
it almost impossible to compute the money value of all suits
during a year. The value of suits during 1914 amounted to
5 lakhs One lakh is equal to one hundred thousand rupees , but the fees on the estates of deceased persons and
bankrupts were formerly included in the 'khidma' and it is
now impossible to separate all the accounts.
Not only was 1914 an exceptional year from the point of viov
of litigation, as several large pearl suits were decided in
which Bahrain subjects were parties, but the imposition of a
fee on the institution of a suit will tend to reduce the
number of suits filed, and I do not think that we can rely nr
receiving more than Rs.2,000/~ per annum for fees for in
stitution, and for decisions without hearing witnesses.
Pees for execution proceedings will diminish, not only
on account of the reduction in rates from Rs.io/- to 7 A b /-
per cent, but on account of the exclusion of suits in which
Bahrain subjects are parties; and R3.2,500/- may be taken as
a fair figure. If we take Rs.500/- for fees under other
heads, the total estimated fees will be Rs.6,000 7 - . This
is of course exclusive of fees taken in cases in which Bahrain
subjects are parties.
5. There remain to be considered the principles gover
ning the Shaikh of Bahrain's right to fees levied by the

Physical characteristics

Foliation: the system in use starts at the title page and continues to the third folio from the rear of the volume. The foliation sequence appears in pencil, circled, in the top right hand corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. Foliation anomalies: folio 86 is followed by folios 87A and 87B; folio 92 is followed by 93A, 93B and 93C. Folio 102 folds out slightly beyond the edge of the volume.
