The letter informs Sir Gore Ouseley that the Bombay Government has appointed Thomas Flower as Resident at Bushire and William Bruce as his assistant on an enhanced salary; it mentions that the Lieutenant is likely to be asked to fill the post of Acting Assistant or Commander of the Guard. As a result, it explains that the Lieutenant has decided to hold the detachment of British soldiers ordered to Tabriz until the new Resident's arrival.
Reiterated is the Lieutenant's request for three months leave in Bombay, for a firmaun [ firman A Persian word meaning a royal order or decree issued by a sovereign, used notably in the Ottoman Empire (sometimes written ‘phirmaund’). ] to protect him on his passage to Tabriz and for information on any travel expenses he may draw on for the journey.
