In this letter James Dow A term adopted by British officials to refer to local sailing vessels in the western Indian Ocean. , Assistant Surgeon, temporarily in charge of the Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. , acknowledges the receipt of Richard Thomas Goodwin's letter, dated 1 February, which included two letters from the Governor of Bombay, Mountstuart Elphinstone, addressed to His Royal Highness Hussain Ali [Ḥusayn ‘Alī Mīrzā A title of honour originally applied to princes, later to military leaders, and later still to secretaries, chieftains, and other ‘gentlemen’. ], Prince Regent of Fars, and to His Excellency Mohomed Hossain Khan, Prince Minister at Tehran, respectively.
