The letter concerns the signing of a treaty between Kemball and the sheikhs of the Arab coast.
Kemball discusses his interviews with the Joasmee [Qasimi] chief Sheikh Sultan bin Suggar [Sultan bin Saqr], and the sheikhs of Debaie [Dubai], Ejman [Ajman], Amulgavine [Umm al-Qaywayn], and Aboothabee [Abu Dhabi]. Kemball notes that all leaders responded favourably to the proposal new treaty. Other topics discussed by Kemball with the various sheikhs include: incidents of slave trading, plunder between the inhabitants of different towns, the plunder of indigo the ship Centaur , the sheikhs' negotiations and intrigues with the Wahhabi forces leader Abdullah ben Fysul [Abdullah bin Faisal] at Brymee [al Buraimi], and Syed Ges bin Azan, and the terms and impact of the agreement between the Sultan of Muscat and Abdullah bin Faisal.

Squadron, instructing Robinson to despatch the squadron's brigantine Tigris to patrol the lower Gulf, and to visit the Arabian coast's ports twice a month. Kemball's letter contains further orders for the Tigris , in maintaining the maritime peace, and instructions for what to do should a violation of the maritime truce occur.
