On the night of August 1st, Mirza Habibullah Khan, whose honesty had
turned into enemies the profit-seekers among his subordinates, and who was
at losr^erheads with most people owing to his hide bound nature, which made
him reiect all settlements not authorised by the Ministry of linance, suddenly
packed his luggage and left for Tehran The newspaper attacks and failure of -
the Governor-General to support him (as he thought) had exasperated-him:
messages from the Governor-General, Qawam-ul-Mulk and His Majesty’s
Consul failed to detain him. Apparently, he had similarly quitted, without
tendering his resignation, posts at Burujird and in Azarbaijan, and is eccen-
trie.
His Majesty’s Consul has ’ protested strongly to the Governor-General
against the language used by the Shiraz papers against British interests, and
the license allowed them, pointing out that His Matty’s representatives are
bound to have direct relations with beads ct Go\ eminent Departments, and
that it is well established custom both in Shiraz and elsewhere.
The Prince Governor-General has received a telegram from the Prime
Minister urging the advisability of the appointment of a Pishkar to the
Governor-General and suggesting Mirza Abdul Hussain Khan Kashani, "Wahid*
ul-Mulk, who in former days was teacher of Persian at Cambridge University,
and later correspondent of the “ Times ” in Tehran, and member of the Majlis.
His Ptoyal Highness has agreed to accept the nomination, though be says it is
not liked by Qawam-ubMulk and others.
With the object of giving more desirable employment .to the restless
activities of Nasir-ul-Mulk in provincial affairs and to enlist his co-operation,
His Koval Highness has given him the appointment of “ Supervisor of Gov
ernment Departments. ” The Governor-General informed His Majesty’s
Consul however that he had been obliged to prohibit Nasir-ul-Mulk from
interfering with th^ Finance Department, where he had already begun to give
orders.
0;ders were received on the 26th August for the accelerated disbandment
of the South Persia Bifles owing to the refusal of the Persian Government to
accept the British proposal, and to their own counter-proposals being altogether
unacceptable.
On this being communicated to Qawam-ul-Mulk he asked His Majesty s
Consul to lay before His Majesty’s Minister a proposal for retaining 1,000 men
and Persian Officers a trained provincial force, to he paid out of provincial
revenues, he himself being ready, if the Governor-General agreed, to assume
responsibility for the management of the force and to see that the necessary
I revenue was forthcoming His Excellency would not hear of Swedish Officers
' being sent from Tehran to take over the existing force, saying that after
their conduct towards his family and his property in 1915-16 he had no
i confidence in them. He went to the Governor-General on the 30th and
His Boyal Highness endorsed his proposal, arranging to telegraph it
to His Imperial Majesty the Shah and the Prime Minister : and in case of the
latter delaying or sending an unsatisfactory reply, Qawam-ul-Mulk promised
to combine the notables and some of the Ulema with him to demand direct
the consent of the Government in tne name of the Province.
On the 31st August the Governor-General was informed that a certain
Colonel Luft Ali Agha of the Cossacks was being sent as Head of the Troops.
Qawam-ul-Mulk telegraphed to his agent in Tehran (one of the ^ e P uties ',
inform the Prime Minister that this appointment was objectionable, an ^
ask that the officer may be kept back in view of proposals which were eing
put forward. Sardar Ehtesham, the new Deputy Governor of Kaserun, arm
there from Shiraz about the middle of the month.
Soulat-ud-Douleh, Sardar Ashair, has paid in Ts. 10,000 the
